There are scratches on the screen but they are not noticeable when the screen is on. There are also sticker marks on the cover but those can be removed easily with a solution off Amazon. The IPad Mini store comes with a foldable case that has scratches but the IPad itself has almost none. Both are otherwise full functional and unlocked. Warning: Apple doesn't support this model of iPad Mini anymore, so it may not run certain apps unless you jailbreak it. Charging cables included. Also includes an Ethernet adapter.
