Made in Toronto around 1940 - guessing- beautifully made - lots pleats - and heavy Ruching (Ruching is a fabric manipulation technique used to give a garment texture and dimension by repeatedly pleating and folding the material. Designers use store this overlay of gathered fabric to embellish sleeves, bodices, shirts, and skirts)
I'm guessing it's a one fits most size.
